In Jira Service desk in the Cloud, I go to Project Settings --> Automation. In the top right I click on 'Add Rule'. The first option in the list is Create Custom Rule. Clicking on this does nothing.
What am I missing? How do I create a custom rule? My role is owner so it shouldn't be a permission issue.

Clicking on that "Create a custom rule" item at the top of the list or any of the templates listed below simply highlights your selection. After making your selection you need to click the Continue button at the bottom of the dialog.
