Hi,
We have found that having the ability to lockout an issue whilst an engineer is filling out the call details would be beneficial as it will avoid another engineer editing the same issue and causing complications.
Options could be:
I have searched through the community and the only way of putting this into place is via a paid app which I want to avoid.
Has anyone put something similar to the above in place recently?

Some options you could experiment with:
In a workflow you can use workflow status properties to set an issue as not editable
jira.issue.editable set true

This would apply to all users.
But it would not apply to screens presented on workflow tranisitions. The Transition screen can be setup to contain all the fields you would likely allow to be amended.
Access to a transition can be controlled in the workflow transition condition to limit it to a user or group picker values to identify the engineer.
If you had a status of locked, the user field could be populated with the current user 'claiming' the ticket.
The status would indicate it is locked
The user field would show who locked it

There’s a free app in the Atlassian Marketplace called Who's Looking for Jira Cloud by Atlassian Labs.
This gives you a real-time list of who’s viewing an issue.

I have looked through some of the feedback for the app and many people mention that it doesn't work too well with Jira Cloud and that the "who's looking" feature does not appear automatically, you have to click to expand this option.
Is that right?

I can't say for sure as I haven't personally used the app, but I have heard of others who do. I believe under the more details section it says that this app is also used internally at Atlassian as it was developed by them, but is now available for the general public.
The app itself has nearly 3000 installs with a 3.1 out of 4 rating — so I figured I'd drop this app for you to take a look and see if its worth a shot :)
But yes, you're right in that you would have to click to expand this option to view who's looking at your issue in real-time. Out of curiosity, I installed this app in a test environment to see how it looks like. I've recorded a small GIF for you incase you're interested (see below):
