We have created automation to run anytime an issue is created and not assigned to anyone to have an email be sent.  We are getting the following error:

"Actor does not have permission to view one or more issues, or the issue was deleted (please check permissions and issue security levels):

Issue TIM-13 (id:20018)"

The atlassian-addons-project-access role is assigned to every project permissions group so I am unaware of any more permissions this may need,

It just keeps giving us the errors for when the actor is automated for Jira

Hi @Garrett Popovich - The automation account may not be a member of that role.  To test the theory, I would add the automation account as a project Administrator.  If the rule suddenly works, you probably need to add that account to the atlassian-addons-project-access role.
