For the last hour we have been receiving hundreds of emails about updates on issues where we are not Reporter/Assignee/Watcher. They are notifications about everything that happens in issues within different projects. It is happening to all the people who are administrators within a project.
We do not have administrators in any of the notifications schemes.
Can you help us to solve this? It is quite urgent.

It sounds like someone changed the notification scheme to have administrators notified for everything. I'm sure that wasn't the intent.
That might be it. In the Generic Event (System) notification scheme we had Project Role (Admin) included. Does this notify about EVERY update on EVERY issue in the project?

Probably except for transitions with their own custom event. Create may not trigger it. The notification scheme out of the box can easily overwhelm most users. Unless they chose to watch an issue they probably don't want to know about every update to the issue even if they reported it. I send the reporter a notification when it is closed unless it is in an agile development project which is monitored/managed.
