What version of JIRA are you on, and what does the log say when you hit that url? What do you actually get?

I hope you are using the latest version of JIRA Software.

Project administration tab is colapsed by default on accessing Project Admin access.

You can find the settings icon on bottom of the left panel.

Project Administration on bottom of left panel is visible to only the Project Admins based on Permission scheme.
