I am an orgnaization admin. Within our organization we have multiple sites which I don't necessarily need access to. However every now and then I need to perform some admin tasks, such as installing apps. It seems only a site admin can do that. It also seems that even as an organization admin I can't grant myself site admin permissions when I need them and that only another site-admin can grant them.
Is this true? Or am I missing something here?
As org admin that doesn't grant you site admin. It's a completely separate permission more for billing purposes. So what you are saying is true. I would recommend if you are the overall Jira admin to have site admin in all the systems. As long as permissions are setup properly, site admin in cloud doesn't grant you access to see everything in Jira, just administrate the back end.

@Clark Everson Yes, I think so and this confirms my doubts. It looks like the only approach is to keep Site-Admin permissions, even if that consumes a license.
@Trudy Claspill I don't think even as an Org-Admin I can add/remove myself to/from a site-admin group in a site, even though it is within my organization. Another Org-Admin/Site-Admin can do that on my behalf however.

As an Org Admin you should be able to grant yourself Site Admin privileges.
(Atlassian has been deploying changes to the user management experience, so if you see different options please let me know.)
You would login to admin.atlassian.com and select Products.
Then select the site from the panel on the left.
Then select Groups from the panel on the left.
Search for the "site-admins" group.
Add yourself to it.
Confirm that the site-admins group has admin access to Jira by selecting Product Access from the panel on the left.
Then click the Administration Access tab for the Jira product. Make sure that site-admins is listed there.

Could you please help me with the same issue?
I have been given all permissions and added to all groups, but neither I nor the person who created the Jira organization don't see the 'site-admin' group available among all groups. It looks like 'org-admin' replaced it but Jira still blocks some of my actions that require site admin permissions.
Should I create a 'site-admin' group on my own or does it work now?

It sounds like your Organization has been converted to the new Centralized User Management experience where the site-admins group has been eliminated and a new User Access Admin role has been implemented.

Per that document, to add apps to a product you will need to have the Product Admin role. The instructions for that are here:
