Authorisation or four eyes security during account creation

Is there setting in Jira to allow some kind of authorisation or four eyes security principle during account creation?

At the moment we have added a field for an approver during account requests, which asks which user should be assigned to give an approval to create the account. But this may be overridden, of course. So, I was wondering whether there is a feature, which I may not have found yet, where admin users are not allowed to create users on their own without a second person authorising the account creation.

Does anyone have experience with this topic or with Crowd, whether there is a feature like that?
