Behaviours only working for admins

After upgrade to JSD 4.0 and JIRA 8.0, behaviours are only working for admins.

I also see an error when mapping to a JIRA Service Desk issue: "Request type with id 86 not found". See below.

I have tried deleting the mapping and re-adding it. Same result.
