Bulk effort logging

I need to be able to bulk transition issues where the transition has "Time Spent" as a mandatory field. Is there a workaround for this?

If not - is there a way to hide a transition unless doing it in bulk?

Nope, you've set the field as mandatory for a reason.  Bulk update respects that setting.  The ways around it would be to make it temporarily optional, or provide an extra transition where it's optional and limit that to admins.
