Can I restrict users to specific projects?

I have a single hosted instance for my company with many projects.

When I create users, how can I restrict them to specific projects?

By default, users seem to have inherited access to all projects. The fear is that the users, who could create defects, could end up creating users in the wrong project.

Would a new class of users - as 'testers' be restricted to a project.
