if you have Jira Software and Jira Service Desk installed, (both server versions installed on the same machine/server) is there any connection at all with regards to user accounts?
I.e. Would a user have one login setup, and for the one login be given access to

A login for Jira Software AND a separate login for Jira Service desk? So two logins.
It depends on your server and user directory set up.
Start with the simple case - you have Jira Software installed, and you are using the internal user directory. Obviously, a user will have one account.
If you add Service Desk to that installation, then there is still only one account for the user, as there is still only one Jira "platform" (Core) installed.
If, however, as your question implies, you have installed a second Jira "platform" (Core) with Service Desk on it, then there are now two accounts for a user, one for each Server install.
But, if you then configure the two servers to use the same user directory, whilst your accounts are still licenced separately (licences belong to servers, not users), you can maintain a single account in the same place, so you could say "if they are in the jira-users group, they can log into both Jira systems)
