I used Jira for a trial period, and now the trial has expired. The system has locked all access to my projects and is asking me to pay. Can I switch to the free plan instead?

That message is not asking you to pay for anything. How have you determined that you need to pay to gain access?
If you set up the subscription you should be able to access the billing information through https://admin.atlassian.com. Refer to the following.
That is also where you would go to change the subscription to a free subscription. You can have no more than 10 users on the free subscription. If you have more than 10 users currently then you will have to revoke access to get down to that maximum.
Note that by changing it to a free subscription there is functionality which you will no longer be able to access. For more information refer to
