Can non-agents see JIRA data?

I want these users to have a JIRA license to view all the data on the JSD project, meaning view the agile boards, filters, dashboards for the project but not transition the issues, own the issues, etc.  Is this possible without taking up more agent licenses?

Yes, sort of.  Your users will need to be JIRA users (not agents) and then flagged as "collaborators".  Have a look at https://confluence.atlassian.com/servicedesk/collaborator-660967501.html

You can give them the role which has the "Browse Permissions" only but it will surely take up a license if they all have an account.

You can however, update your project's Browse Permission to "Anyone".
