Cannot "Configure" the Jira/zendesk add on without getting a permissions error

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
When trying to configure the Zendesk Add On, I get a permission error (see image) every time I click Configure. Our in-house JIRA administrator cannot determine why this permissions issue is happening and suggested I contact support.
