Cascading Select List displays differently for agents

I have a cascading select list in Service Desk. 
When an agent goes to edit the field, the Edit Screen appears.

Are you testing on the same workstation/pc?

No, different

Never experienced this, but imo could be something with the browser/config.

That could be it. It doesn't happen all the time, it's very random.
Tested using the same PC as the one experiencing the issue and did not see the dropdown.

Would suggest just to clear cache. Had random issues once with Chrome reported by several users.

Cache Clearing fixed it.

Cleared cache and reindexed, still no change. 
However I did manage to capture the drop downs appears on the view screen BEFORE the page completed loading and noticed a difference in the div.
