Can we transfer the data from confluence to jsm through Knowledge base.

That is not really how it works. You connect a Confluence space to your JSM project in project settings and then the KB in Confluence is constantly searched whenever a user enters text in the search or summary fields in the JSM portal, trying to avoid the creation of tickets when the answer is already in the KB.
From the agent perspective, it is also possible to search the KB from within a ticket. If an article is available as an answer to that question, it is possible to share that article with a single click with your customer. It will be added as a link in a comment on the ticket and will be shared as such with the user.
