And I see that even back in 2017, no one had an answer.
My custom field name is "Hard Costs."
If I choose "All" under the Configure Fields settings, the field will show. When I click to "Custom," the field isn't visible for selection!
I've provided my screen shots. If anyone can help, it would be greatly appreciated!

Please, allow me to bring up some concepts and questions so we can better know we are on the same page here:
1 - What is your custom field type? You can check this information under Jira settings > Issues > Custom fields, looking at the type column of the field. There are some types that are only used to screen information, so they do not display as a field to be filled in the edit screen.
2 - Custom fields can be restricted to projects or issue types by editing its context, as explained in the documentation below:
What are custom field contexts?
Can you please check if any contexts are configured in your Custom field?
3 - Check if you are not using any apps that might be hiding the fields from the screen, like Field Security Plugin for Jira

1 - This is a Number Field.
2 - I went back and changed the field to Global for all projects and ticket types just to make sure that wasn't a factor. Still won't appear in the selection list.
3 - I don't know about the apps but I've added plenty of custom fields before (including another one on the same day that is working fine).
Additional info: I made a second field today called, "Hard Costs 2" to see if I would have the same problems. Not quite. The field appears in the Issue Screen and the Edit screen as desired. But it STILL doesn't show up in the Configure Fields area. I'm going to leave it alone since we have the functionality.
