Could not initialize class org.apache.axis.client.AxisClient

I have added below jar in below path: Atlassian\JIRA\atlassian-jira\WEB-INF\lib

axis-1.4, commons-logging-1.2, wsdl4j-1.6.2, jaxrpc-api, wsclient, mail.

I have License copy of Jira 7.8.2 then also I am getting below error

java.lang.NoClassDefFoundError: Could not initialize class org.apache.axis.client.AxisClient at org.apache.axis.client.Service.getAxisClient(Service.java:104) at org.apache.axis.client.Service.<init>(Service.java:113)
