Want to avoid users from cloning tickets - the only way to do it is to create permission scheme for creation - the problem is - I still need these users to be able to create Service requests via the portal - will this still work?
When you talk about Users in JSM, do you mean Agents or Customers?
Issue cloning is always available in a project, it has not separate permission in a permission scheme. You need the Browse Projects project permission as well as the Create Issues issue permission.
There is no way to restrict issue cloning in Jira

We have a unique situation where we use the customer portal internally so the teams can open tickets to each other - this is the only was people create tickets.
I actually managed to find a solution where only "customer portal " group has access to create - and all users are part of this group - it is allowing them to raise tickets via the portal but they cannot clone tickets
