Custom multi-select list loses selections on Edit screen

I've got a problem with Jira Issues using a Multi-Select List custom field, whereby when the user edits the issue, the list box shows no highlighted entries. 

If the user doesn't select anything, the field is saved as empty.

This followed a major changing of the available options for that field (and a specific custom field context), in which some options were removed and some were added.  Could this have caused the issue?

Removing used options from a select list does cause issues. When editing an issue, any fields with values that have been removed are no longer valid and can’t be saved.

as far as I remember, there is now an option to disable select list values without removing them. This means the existing values remain but are no longer available to select.
