Date/Time to be more precise than showing a day ago or a week ago

HI,

I have seen issues logged few years back around showing date/time in the format as per the settings under Look and Feel. 

I see this showing the date and time stamp on the comments tab for an issue but not always, sometimes i see timestamps, and other times i see a day ago, a week ago, yesterday, an hour ago, 6 hours ago...however, under Activity and History tabs, I see this issue always.

Appreciate if you have any plans to work on this improvement? Being in healthcare, we need this from an audit and reporting perspective .

If you are on Server you can move to absolute time with this KB:
