Disable attachments globally - Jira Cloud

The attachment options displays a "Allow Attachments : ON" but editing this seems impossible from the UI.

Does Jira Cloud not allow admins to disable using attachments at all on tickets; besides removing the permission for "Create Attachment" on a project by project basis?

If not, is there any documentation specifically calling it out that it's not possible in Jira Cloud?

Thank you for reaching out to Atlassian Community!
Currently, it's not possible to disable the attachments globally on Jira Cloud because this is a restricted function, only Jira Server has this option.
In this case, it will be necessary to remove the Create attachment project by project.
