Actually we are planning to upgrade jira. Earlier we thought we can do upgrate to 7-12-x. but in a span there is another update found. i.e., 7-13-x...
1. Can we upgrade directly to 7-13-x. Any staging update.
2. Here we want to know whether we will get all the features in release notes of 7-12-x, if we upgrade jira to 7-13-x.

Yes, you can upgrade the directly without any doubt. But before upgrading make sure
- your system met all the required/recommended hardware and software dependencies
- all your third party plugins are compatible with the latest version
- If you have custom integrations check for those as well
It is always recommanded to upgrade the instance in DEV first, do the required testing and then move into production.
- to your question , yes all the features exist and support for AdoptOpenJDK 8 is added.

Yes, it should be easily possible but to be sure you should make a test upgrade on a test system first. When you would upgrade to 7.13 you would get all features from previous version of Jira 7.12.
