Does JIRA Service Management (Data Center) have the ability to create a ticket via a Text Message

Does JIRA natively or via a plug in, have the ability to create a ticket via a Text Message (with a photo attachment)? The use case would be to create a customer request via text with an attachment. 

Maybe some type of text chat bot?

Jira does not have a native capability for that.

I've not found an app in the Atlassian Marketplace that will do that, but searching the Marketplace for "text message".

The only content I have found so far related to this topic is this post from 2017.
