Is it possible to create a custom field which will contain a file that the user can download and then fill in and attach to the same request?

If the file that you want that be attached to a ticket it's a .docx, for example, it will be not possible to use the field attachment to use another custom field.
The field attachment is a system field and also there are no options to create a similar field.
I believe that the best option, in this case, is to upload this file, on google drive, for example, and then share the link for the customer to download. If you are using Jira Service Desk, for example, add this link on an announcement banner in the customer portal, so the customer can click on the link to download, save the file, edit and then attach in the ticket.
If you are using Jira Software or a Business project, you can create a custom field of the type "Message Custom Field (for view)" and edit its default value to the link for the user to download the file.
