Comments isn't actually a field. There's a different rule set. You would want to use the comment on Issue rule

But how could it be possible to have default values already prefilled in the pop up "comment" field screen when issue transitioned. ( using automation for Jira)
what I mean is that:
when issue transitioned, the popup screen of Comment field, that displays, should content a default values already prefilled.

No, there's no way to pre-fill a comment (why would you? People will just accept that you've prefilled it, ignore it and you'll end up with thousands of meaningless comments telling you nothing of any use)

Just to add to @Nic Brough -Adaptavist- , in the transition screens, the comments fielde is there by default all the time and that is why you cannot select the field.
