In the Business hours the emails of the Jira notifications is having a huge delay for 2-4 hours.
And where as in the Mail Queue Service we have given the Cron Expression of 1 * * * * ? i.e., At second :01 of every minute. Still it is having a huge delay in notifications.
Because of this we are not able to get emails for Reset Password also.

Did you checked the logs to see the delay ? Please check Mail Queue in JIRA, if it is leaving the JIRA and getting struck in the Mail Server.
