Enabling User Management?

I am trying to assign some JIRA tasks to a resource who hasn't been designated as a user yet.  So, I went in and tried to add him as a user but was unable to do make that happen.  According to the JIRA help area I should be able to follow the steps & add users & set permissions.  However, I do not see on my screen shot the drop-down options within my application.    I am also having issues in trying to Sprints.  I am an administrator on the account, but unable to do anything but create a tasks & edit such tasks.  Please HELP ME!!!  Thank you

@Florence Kistner - you need to have JIRA System admin rights to add users, you may only have admin project rights.  Add some screenshots for a little more information please.
