You can't upgrade Jira Service Desk versions such as 2.5.x and before directly to any version 3.2.0 or higher in a single upgrade.   Instead you first have to upgrade to a 3.0.0 - 3.1.x version.

This is a known problem with trying upgrades like this.   This is also noted in the Skipping major upgrades documentation for Jira.   In order to install a 3.0.x Service Desk, you have to be on a Jira Core 7.0.x version.

I would recommend that you first install a 7.0.x version of Jira and import your Jira backup to that version first.   You will also need to make sure that you have a Jira Service Desk installed and working on that version in order for this to upgrade you data correctly.

I would also recommend checking out Upgrade Guide for Jira 7.2.  It contains a lot of information about things to follow and best practices around getting your data upgraded into the current versions.
