Error message when configuring Jira Assets automation rule

A problem occurs when using Jira Assets. When trying to configure an object schema for automation, specifically editing a rule. When adding/editing an email notification action, a project administrator will see the following error message when trying to save the changes: "Sorry, you do not have permission to perform this action. PermissionInsightException: User didn't have correct permission (admin). " Not sure why a project administrator will see this message. They can ignore the message and save the changes. A global admin does not see this problem.  We are using Jira version 9.4.14. Could this be a bug or configuration issue ?
