Export to excel with comments feature is included in the latest version of JIRA?

We are into the license renewal process. Need to confirm if "export to excel with comments feature" is included in the latest version of JIRA? The feature that is available in 'Better Excel Plugin for JIRA'? Please confirm.

Jira deprecated the Export to Excel feature starting with Jira 7.2.0.  This was due to a security update for Excel itself.    In turn Jira replaced this functionality with a CSV exporter natively in Jira.   For most users this sufficed as a means to get Jira issue data into a file format that excel could open.   The CSV exporter in Jira does include comments.

However the native Excel exporter for older Jira versions does not include comments on issues when exporting.

If the CSV exporter doesn't meet your needs, then there are alternatives in Marketplace, like the one you mentioned that can problem help here.
