How can I create a brand new custom field that does not exist in the list?

I'm trying to create a table for a default issue screen; however, there is no option to do this in 'Custom Fields'. 

1. Is there an option to add a table field?

2. Could a custom field be created to do this?

There is no table custom field. there may be a plugin that will do it I'm not aware of.
