How can I create a landing page in Jira WITHOUT Service Desk?

We recently discontinued Service Desk due to upgrade costs, but would like to have a custom landing page (rather than the default Dashboard). Is it possible to edit the underlying HTML?

The Jira interface is a lot more complex than "a bit of html", rebuilding the dashboard is not a simple task.

Your best bet is to design a system dashboard that works for your customers, not start messing with the internals.

I may simply go with a banner to alert users to the new sister site.

Good plan. 

I'd also think about doing that on the dashboard with the "introduction gadget" if you don't want an omnipresent banner!
