How do I add time tracking as a default to issues in JIRA?

I want to add time tracking as a default into the issues so a user doesn't have to click on the ellipses to "log work", can anyone advise how I do this? (see screenshot below for further insight)

I'm afraid logging work is seen as an action, and hence stuck in the action menu.  You can put the time tracking field on transition screens to capture work logs as you go through the workflow, but there's no actual "field" you can stick on the plain screens to do it.
