The individual who previously set up our Jira free account is no longer with the company. I still want to use our Jira Account, but no one can add new users (since he was the Admin).
Is there any way to change whom the admin is?
You need to add the groups site-admins and administrators to the new admin, and remove them from your old admin's account. You can find details on how to do so here.

Unfortunately that won't work, as the previous admin is no longer with the company, and he was set up as the only admin - so we have no way to get into his account to do that.

That sucks. As a best practice, I like to keep at least two admin accounts, that way if one leaves the company you still have another to do such tasks.
As it stands, you will likely to contact Atlassian support.
