How do I create a multi-project dashboard when some users aren't in all projects?

In JIRA 7 project in (PROJECT1, PROJECT2) worked, now in JIRA 8 it throws errors for anyone not in all projects (it thinks they don't exist and prevents the filter from working at all).  Before it just showed us the project they were in and it was fine.

Is there a way to use one filter for both the users in both projects and the ones just in one of the projects?

 

 

Now we can't have one dashboard for a subset of projects that all use the same process.

Removing the Project field from the filter won't work because different people are in many other projects (e.g. Project 3, 4, and 5) and we don't want those to show up in this board.

 

Having one place to update the filter was much more efficient.  The new restriction could result in making exponentially more filters as more projects join this growing team (if we had to make a separate filter for every team).

 

Not to mention needing another board to differentiate between Admins looking at the board (who are in all projects) vs regular members (who are only in one or two projects).

I'm still curious if there's a vanilla solution that might be more elegant.  I'm supporting lots of people so anything that can be explained using the dropdown menus of basic search is preferred so they can help themselves.
