How do I move the comment box ?

I have a problem with the comment box, I can not move it, or make it smaller. 
In our service desk view we can ask a question from the customer in two different way. 
First is simply add a comment to the issue. 
Second  one is a pop up window ( we prefer that one) 

Unfortunately we can not move it, or make it smaller, and most of the time, we can not see, what was the customers question, because it is hideing almost the whole issue. 

So can I move it somehow ?

Are you talking about comment box? if yes, then it is not possible to move.
