How create rule in JIRA Service managment cloud automation that under certain conditions send e-mail about issue type to a recipient who is neither reporter, nor assignee, nor request participant?

In the automation rule, when you create the Send email action, you can put an email address directly in there - it does not have to be related to a field or person in Jira.

Interestingly, in some cases input is allowed in email address field, but in others I could only choose addressee from a menu. What could it depend on?
