How to add a user field

I googled How to add a field to Jira, and I see that there needs to be an Admin tab, that I don't have.  Do I need to assign myself some privilege to see that tab?

Hi Phil,

There are different types of projects in Jira that would cause this to be a different process. What type of project are you creating?
