I'd like to add permission (to work on and see issues) to issues where Custom Field "Position" is - lets say - "xx". When the field is "yy" it (issue) should be hidden for this user.
Is it possible without coding?

Nope, you can not add/apply the permission-based on Custom Filed.
Jira does not have field level security but might be https://marketplace.atlassian.com/apps/23216/field-security-plugin-for-jira?hosting=server&tab=overview add-on helps you.

Note, that this field wouldn't be visible when you "View" or "Edit" the issue. It only becomes visible/editable when you perform this special transition.
