How to disable notifications on status change?

Is there a way to disable notifications on status change without disabling all Issue Updated notifications?

Perfect solution would disable notifications on status change except when comment is present.

Notifications for status changes fire for events which are in the post function list of the transition. You can turn off notifications for all those events and make sure none of the transitions fire the updated event. I don't know how you would know a comment was added with out of the box functions. Being in the cloud you don't have access to scripting. I suggest searching for plugins in the marketplace that help manage workflows.
