We'd like watchers to get email notifications that are slightly different from an assignee or a reporter. For example, if I am a watcher of issue A, then I'd like my notification email to contain a tag, a string, or anything in its subject or body that reminds me I'm only a watcher. I can probably achieve this by comparing each watcher to the current recipient of the email. However, this may not be straightforward because Jira's Velocity context does not directly provide the recipient of the email. Does anyone know how to get the recipients of Jira emails?

I would approach this through JIRA automation--- write an automation rule that sends an email when changes occur and make a special email template for the watchers.
Thanks @Carla Ann Rowland for the advice. I'm using a Data Center version of Jira and I wonder is automation rule only usable in a cloud instance?

No it should not as I am administering a Data center version as well. Watchers in a service desk are "participants," so I know in my Data center service desk I have an automation rule to email "request participants"
