Hi,
I'm currently preparing for an exam for Jira. In one of the test exams the explanation for a questions is: "When a project's access is set to limited, anyone with Jira site access has the Viewer role for the project...Providing they have Jira Software Product access, they can access the project functionality such as boards."
How can I give a user Site access, but not Jira Software Product access?
In the admin panel I'm unable to do this / have no option to do this.

Site and product access are essentially different things. When you grant a user site access, you essentially add him/her to your site's user directory. That may be the built-in user directory of your site, but also a company directory (like Azure AD, ...) that you connect via Atlassian Access. You can read more about granting site access in this support article.
Product access grants those users a license to use each product in your site. This is essentially done by adding people to certain groups from your directory. Each product has a default group and there's a setting that allows you to automatically grant new users from your directory access to each product. It is a toggle switch that - when set to on - automatically adds each new user from your directory to that default access group. For more information, see this support article.
