How to show all workflow steps under workflow dropdown for one project and not system wide ?

ops.bar.group.size.opsbar-operations = 0
ops.bar.group.size.opsbar-transitions = 0

By adding these 2 properties in the jira-config.properties changes the operations bar JIRA system wide, while I want to do this for a project only. Is there a way to do this for a project ? I already tried adding these properties for the statuses in the workflow and it didn't work. Does these have to added to every single transition as well manually ?

This is a global setting, not a project or workflow one.  (Kind of makes sense, as it keeps the UI consistent between projects)
