I have a board that has issues from 19 different projects and the issues from project A and project B have shared components(same components in project A and B)
and when I start a sprint with the issue(having the common component) only one sprint starts and i do not get option to start another sprint but once I remove that shared component from the issue I can start the sprint.
What is the catch here?

To clarify, I do not believe there is a feature to share components between projects. Instead, one creates identical components in different projects when you need to add filtering. For example, naming teams with components. They are not the same component even though they may be named the same.
Next, would you please describe how you are managing sprints?

Will enabling parallel sprint option work here? Will this effect all the existing sprints of the jira instance ?

The parallel sprints feature allows a project to have multiple sprints running at once, such as for multiple teams. When enabled by the admin, I believe all projects then have that ability.
What this feature does not do is allow you to manage sprints in one place for multiple different projects.
