I need to prevent developers logging work on issues which status is "NOT STARTED"

I need to prevent developers logging work on issues which status is "NOT STARTED" 

I have tracked it down to set a property to the "NOT STARTED" status of the related Workflow.

 I don't find such property. Anyone know which one is it?
