If I delete (deactivate) all users from SD, will be exist SD?

Hello, 

I have a question - If I delete (deactivate) all users from SD, will be exist SD? 

I have a SD and Jira Software, but now I don't need it. If I will delete or deactivate all users from SD and DEV, my projects structure will still live or it will be automatically delete?

Can you clarify what you mean by "SD" and "DEV"?

What problem are you trying to solve by deleting or deactivating users?

Thank you very much for your response. 

Sure. SD - Servicedesk (Service Work Management) and DEV - Jira Software. 

For now we don't use one of our cloud and I want to optimize the Price. And I am interested if I will deactive all users, what will be happens? My cloud will be delete automatically without users? Maybe could You something recommend me in this situation, I will be so appreciated.
