What I would like to create is a webhook to push issues from one JSM (JSM1) instance to another JSM (JSM2) instance when the issue is moved to a particular queue. I get an error of no issues from webhook on the incoming webhook (JSM2). Any help would be greatly appreciated.

The instance in JSM2 is expecting the issue details either as part of the webhook url from JSM1 or in the body. Refer to the example given above in one of your screens where it shows how to pass the issue details (if single or multiple).
Looks like you have not provided any issue details and so it is giving that error.
