Inconsistent behavior with (?) question mark icon (JavaScript)

Hi All,

We have custom field named 'Documentation' underneath that we have provided (?) help icon.

Now the problem is when I go to Create an Epic issue type, but a different project and issue type (i.e. Tools) preloads. I change the project and issue type to Epic. The question mark icons will not work. 
If, when I go to create the epic, it preloads with Epic, the question mark icons are fine.

FYI: We are using Field Configuration to populate that help icon.
