What are you uploading here?  

This form is intended to install either Jira software or Jira Service Desk to an existing Jira installation.   Depending on your version of Jira Core that you currently have installed will determine which version(s) of Jira Software or Jira Service Desk you can install here.

Please let us know what version of Jira core you have, as well as the specific file you are trying to upload here.

I suspect if this is stuck, the logs contained in $JIRAHOME/log/atlassian-jira.log will tell us more about what is happening to Jira on the back end at this time.
